Who is OPOR and how is it run?

The One Person One Record (OPOR) team is led by a leadership team harnessing the skills of Chief Medical Information Officer (CMIO) Dr. Ashley Miller, Senior Director Jamey Martell, Chief Clinical Information Officer (CCIO) Lindsay Bertrand, and Associate Chief Medical Information Officer (CMIO) Dr. Matthew Clarke. Together, they lead a combined team of more than 100 professionals committed to moving healthcare innovation to implementation.

Dr. Ashley Miller, Chief Medical Informatics Officer (CMIO)

Dr. Miller is an academic general internist, virtual care advocate, and passionate champion for digital-enabled health care transformation. After graduating from medical school at University of Ottawa, she completed her residency in Internal Medicine and General Internal Medicine at Memorial University.  She also holds a Masters of Science in Health Policy, Planning and Financing from the London School of Economics and the London School of Hygiene & Tropical Medicine. She joined Dalhousie University in the Department of Medicine as an Assistant Professor in 2017 and now enjoys a part time academic role and clinical practice across diverse acute, ambulatory, and community-based care environments in addition to her role as Chief Medical Information Officer (CMIO) for IWK Health and Nova Scotia Health. As CMIO, she serves as Senior Responsible Owner (SRO) for the OPOR Program along with the CCIO and CIO.                                                                                                                                                                                                        

Jamey Martell, Senior Director of OPOR

Jamey joins OPOR from NS Health where she led the IM/IT Clinical Applications portfolio. A Digital Health Leader with nearly 20 years of experience in both private and public sectors, Jamey has her Masters in Health Informatics, as well as Project Management Professional (PMP), and CPHIMS-CA designations.

Jamey reports to CIO, Scott McKenna, and is accountable for delivering the solution aspects of the OPOR Program (CIS, Provider Portal, Patient Portal, Data Archive, etc.)

Lindsay Bertrand, Chief Clinical Informatics Officer (CCIO)

Lindsay brings strong educational and health system work experience to her role as CCIO. As a Registered Respiratory Therapist and Certified Clinical Anesthesia Assistant, Lindsay has worked for 15 years on the front line of patient-facing care as a clinician and manager at IWK Health.  Lindsay holds a Master of Health Informatics from the University of Waterloo and has held the role of Manager of Physician Informatics on the OPOR team since 2020.

Lindsay has implemented and advanced many strategic and priority initiatives related to Virtual Care in collaboration with the Chief Medical Information Officer and other key stakeholders. This has included assessment and testing of clinician-centered readiness initiatives and solutions for OPOR. 

The CCIO team supports interdisciplinary clinical areas, including clinical standards, current and future state design, education and learning, as well as technology enabled practice across all service areas. The CCIO team facilitates the Clinical Practice Advisory Committee (CPAC).

Dr. Matthew Clarke, Associate Chief Medical Informatics Officer (CMIO)

Born and raised in Halifax, Nova Scotia, Matthew is an Emergency Medicine physician in Central Zone. After his residency at Queen’s University in 2015, he practiced in North Bay, Ontario where he held numerous leadership positions during the implementation of a Clinical Information System. He returned home to Halifax in 2020. He has served as the Emergency Department lead for the OPOR project, and he is a faculty member in Emergency Medicine at Dalhousie Medical School. 

Outside of his busy clinical and teaching duties, Matthew likes to bicycle and camp with his family. He lives in Bedford with his wife Gabrielle and their four daughters and four glo-fish.

The Team

The One Person One Record Team consists of over 200 staff across the province from Nova Scotia Health, IWK Health, the Province of Nova Scotia, and beyond. This growing team is comprised of professionals with a wide variety of backgrounds and experience including clinical, health informatics, leadership, organizational change management, health administration, law, nursing, adult education, communications, and business administration.

Program Governance

The OPOR governance structure makes sure the program is accountable, transparent, and proactive in risk management.  The structure ensures project objectives are achieved on time and within budget, and the transformation reflects the needs of Nova Scotia Health, IWK Health and the Province of Nova Scotia.
